The Marshall Plan

Initially announced in 1947, the Marshall Plan was a U.S.-sponsored economic-aid program to help Western European countries recover following World War II. Officially named the European Recovery Program (ERP), it soon became known as the Marshall Plan for its creator, Secretary of State George C. Marshall. The beginnings of the plan were announced on June 5, 1947, during a speech by Marshall at Harvard University, but it wasn’t until April 3, 1948, that it was signed into law.  The Marshall Plan provided an estimated $13 billion in aid to 17 countries over a four-year period. Ultimately, however, the Marshall Plan was replaced by the Mutual Security Plan at the end of 1951. Europe: Immediate Post-War Period The six years of World War II took a heavy toll on Europe, devastating both the landscape and the infrastructure.  Farms and towns were destroyed, industries bombed, and millions of civilians either killed or maimed.  The damage was severe and most countries didn’t have enough resources to help even their own people. The United States, on the other hand, was different.  Because of its location a continent away, the United States was the only country that did not suffer major devastation during the war and thus it was to the U.S. that Europe looked for help. From the end of the war in 1945 until the beginning of the Marshall Plan, the U.S. provided $14 million in loans. Then, when Britain announced that it could not continue to support the battle against communism in Greece and Turkey, the United States stepped in to provide military support to those two countries. This was one of the first actions of containment outlined in the Truman Doctrine. However, recovery in Europe was progressing much slower than initially expected by the world community.  European countries compose a significant segment of the world economy; therefore, it was feared that the slow recovery would have a ripple effect on the international community.   Additionally, U.S. President Harry Truman believed that the best way to contain the spread of communism and restore political stability within Europe was to first stabilize the economies of Western European countries who had not yet succumbed to communist takeover.   Truman tasked George Marshall with developing a plan to carry out this goal. Appointment of George Marshall Secretary of State George C. Marshall was appointed to office by President Truman in January 1947.  Prior to his appointment, Marshall had an illustrious career as the chief of staff of the United States Army during World War II. Because of his stellar reputation during the war, Marshall was viewed as a natural fit for the position of secretary of state during the challenging times that followed.   One of the first challenges Marshall faced in office was a series of discussions with the Soviet Union regarding the economic restoration of Germany.  Marshall could not reach a consensus with the Soviets regarding the best approach and negotiations stalled after six weeks.  As a result of these failed efforts, Marshall elected to proceed with a wider European reconstruction plan. The Creation of the Marshall Plan Marshall called upon two State Department officials, George Kennan and William Clayton, to assist with the construction of the plan.   Kennan was known for his idea of containment, a central component of the Truman Doctrine.  Clayton was a businessman and government official who focused on European economic issues; he helped lend specific economic insight into the plan’s development. The Marshall Plan was crafted to provide specific economic aid to European countries to revitalize their economies by focusing on the creation of modern post-war industries and the expansion of their international trade opportunities.   Additionally, countries used the funds to purchase manufacturing and revitalization supplies from American companies; therefore fueling the American post-war economy in the process.   The initial announcement of the Marshall Plan occurred on June 5, 1947, during a speech Marshall made at Harvard University; however, it did not become official until it was signed into law by Truman ten months later.   The legislation was titled the Economic Cooperation Act and the aid program was called the Economic Recovery Program. Legacy of the Marshall Plan By 1951, the world was changing. While the economies of Western European countries were becoming relatively stable, the Cold War was emerging as a new world problem. The rising issues related to the Cold War, particularly in the realm of Korea, led the U.S. to rethink the use of their funds.   At the end of 1951, the Marshall Plan was replaced by the Mutual Security Act.  This legislation created the short-lived Mutual Security Agency (MSA), which focused not only on economic recovery but also more concrete military support as well.  As military actions heated up in Asia, the State Department felt that this piece of legislation would better prepare the U.S. and its Allies for active engagement, despite the public mindset that Truman hoped to contain, not combat communism. Today, the Marshall Plan is widely viewed as a success.  The economy of Western Europe rebounded significantly during its administration, which also helped to foster economic stability within the United States. The Marshall Plan also helped the United States prevent the further spread of communism within Western Europe by restoring the economy in that area.   Concepts of the Marshall Plan also laid the foundation for future economic aid programs administered by the United States and some of the economic ideals that exist within the present European Union. George Marshall was awarded the 1953 Nobel Peace Prize for his role in creating the Marshall Plan.

A community nurse not restricted to providing care to particular group or age but is encouraged to participate in all aspects of social life activities for the promotion of health and education. Community nursing as we know has come a long way in the last ten years with the change in the demography and diversity, technical advancement, educated consumers, use of alternative therapies and palliative care. Nurses are a major player towards building a healthier community, so they have to make their presence felt in each and every way possible for a healthier and disease free society. People involved in nursing profession have also been affected by the rise of electronic media and social networks like Facebook and twitters which now has a become a major factor in how a community nurse operates for the healthier society. Medical explorations in the last century has led to people live longer and have high expectations, so community nurses are required to be on their heels and ready for deviations that may come from any predefined theories .A community nurse must encourage and promote healthier living, build an operating environment and respond as required, give information and support they need for change. For nurses to make every contact count they need to understand the various attitudes and behaviors of people they are working with. The other challenge that community nurses has frequently came up with was alcohol abuse in the community and there was as a significant difference in number among the older and young, and the former is the unlikely winner as the statistics have shown. It seems to be very difficult to find out the exact cause of alcohol misuse in older people. Ethnicity, depression and loneliness are known to be the major factors for the abuse. Now, the community nurses have the difficul t role of providing integrated care for alcohol misuse. Integrated care uses pre-defined assumptions and variables such as assessment of alcohol misuse, short and long term interventions, involvement of family members and carers, legal and ethical issues and nurses need to take extreme care so that patients autonomy is not over looked as well as duty of care performed. The other major challenges facing community nurses are the fear and helplessness that they face when providing palliative care to children or young people. Simply applying the predefined models may not work as scenario changes and there may be a need of palliative care and those providing it develop very intimate relationships with everyone involved during the care process. They now need to be emotionally prepared for the end result, trying to integrate as a part of the family that they are giving the care, showing their professionalism as these nurses who are providing palliative care need to show all of these attributes to overcome the feeling of grief, emotional conflict and fear when the ultimate result i.e., death occurs .Although the Australia has seen a huge improvement in socio-economic and living standard of people there is still exists a significant gap between the Aboriginal and Torres Strait Islander peoples to other Australians. This gap in the socio-economic factors has led these people with a vulnerability to chronic illnesses in people on the wrong end of the economic ladder. Now, it has become ever more important in the part of the nurses in working in the community to find out causes at the base level and find out tailored solutions to eliminate the problem. They also need to have a good knowledge of their history, culture and health at the same time show professionalism to minimize these inequalities. By the turn of the century, our social behavior has taken a significant change as we now has a found out a new way of tool to communicate and express ourselves in the society with the ever increasing use of social media. Almost every person in the community has been affected by this technological advancement and community nurses are no exceptions to it. This can have both positive and negative effects on the community and here it is up to the community nurses and their organization’s to keep up with the change and provide a better nursing service to the community. Social media provides them with a platform where they can share ideas, experiences and their take on the matter on their part .It provides them with opportunities to learn, share and engage. Community nurses are now using social media to create a sustainable and healthy community .It has offered a new dimension to how we work and communicate. It has thrown us with an opportunity to engage and build a nursing communit y irrespective of demography. Community changes with time and community nursing has to modify itself to accommodate with the changing scenarios. Nurses working in the community now have to develop strategies and make their presence count by engaging and integrating as the part of the community they are working with. AE response to Alcoholism :: essays research papers

  Ã‚  Ã‚  Ã‚  Ã‚  This week’s selections of articles from the AE reader were both interesting and thought provoking. The first article â€Å"Drinking to get Drunk,† details the growing concern of binge drinking on college campuses across the country. I thought it was very interesting that 23% of students are â€Å"frequent binge drinkers† whereby frequent binge drinking is operationally defined as those who consumed at least five drinks in a row at one point during any two week period. This is startling number when thinking of my own drinking habits or even the social norms of drinking on this campus. I would be confident in claiming that at Providence College, the percentage of frequent binge drinkers is likely higher than the national percentage. With the social culture of this campus being focused on gatherings that include alcohol, it is hard to remove oneself from a drinking climate. As a student leader on this campus, we are required to program so many a lcohol free activities to promote a â€Å"dry† campus. These efforts go unnoticed and very often are unattended by students because of the competition of the off campus bar scene. Perhaps if the surrounding community (ie: local bar establishments/package stores, law enforcement officials, attorney generals office) becomes more stringent in enforcing underage drinking regulations, it will become more difficult for underage students on this campus to drink. Or on the flipside, the result could be just as devastating with a shift in drinking off campus to on campus, causing more on campus disciplinary actions. This could be worth it however if it means that students will be drinking in their dorms and in a fairly safe environment unlike our neighboring community. Further examination on this campus is necessary and continues through student congress and Fr. McPhail’s office. Personally, I don’t think the drinking climate will change until the allure of drinking and being drunk is discouraged and students develop a mature sense of what is â€Å"cool.†   Ã‚  Ã‚  Ã‚  Ã‚  The second article â€Å"The Drug that Pretends it Isn’t† is also an article related to alcohol and the nasty consequences of drinking on our society. The article opens with the giggle of Jamaica, the trendy spring break hot spot that many college students flock to. A policy research group called Drug Strategies produced a report that calls alcohol â€Å"America’s most pervasive drug problem,† which is sadly true. What shocked me was the claim that alcohol-related deaths outnumber deaths related to drugs four to one; alcohol is a factor in more than half of all domestic-violence and sexual assault cases.

Tom Sawyer The young protagonist of the novel. Living with his aunt St. Petersburg, Missouri, Tom has a penchant for adventure and â€Å"showing off. † Constantly getting into mischief, he plays hooky from school and would rather go swimming than tend to his Sunday school lessons. Blessed with an active imagination, Tom dreams to be a noble robber such as Robin Hood or a pirate. Hungry for attention, Tom is obsessed with appearing noble and obtaining the envy of his peers. However, Tom is extremely clever and possesses an incredible insight on human nature. Throughout the novel, Tom must learn to listen to his conscience and become accountable for his actions. Huckleberry Finn The town’s social pariah. Son of an abusive and drunkard father who left town, Huck has failed to have been raised with any parental guidance or authority figures. Because he can smoke a pipe and never has to attend church or school, he is the envy of every schoolboy and the nightmare of every mother in town. Huck and Tom often have adventures and both believe in various superstitions. Although disregarded by the â€Å"sociables,† Huck possesses a kind spirit and consideration for others. Aunt Polly Tom’s somewhat elderly aunt and guardian. Religious, simple-mannered, and kind-hearted, Aunt Polly is respected among the citizens of St. Petersburg. Responsible for Tom’s discipline and upbringing, Aunt Polly is constantly torn between expressing her exasperation and showing her lover for Tom. Every time he causes trouble, another hair on her head turns gray; she often wishes Tom would behave properly like his brother, Sid. Sid Sawyer Tom’s younger half-brother. Always trying to tattle on Tom, Sid keeps a close on eye his brother’s wrongdoings. A goody-two-shoes, he is a punctual and studious pupil. Mary Tom’s older cousin who resides with Aunt Polly. Mary is depicted as a sweet and good-hearted young lady who sees the good qualities in Tom’s character. Religious and pious, Mary was an exceptional student  ¬ the opposite of Tom. Becky Thatcher The daughter of Judge Thatcher. Becky is Tom’s age and has recently moved into town. Prim and proper, Becky is the opposite of Tom: she has never been in trouble and is used to obeying her mother’s words. With blonde hair and dressy frocks, she quickly wins Tom’s affection and attention. Injun Joe The antagonist of the novel. Guilty of several murders, Injun Joe possess a violent temperament is set on seeking revenge on those who have treated him harshly in the past. He attempts to frame Muff Potter for one of his own crimes and is pursued by the village authorities. Muff Potter The town drunk who is framed for the murder of Dr. Robinson. Although his kind nature and drunken state make him harmless, Potter is persecuted by the entire town that believes that he is a murderer. Mr. Jones/Old Welshman The old Welshman who lives with his two strong sons in the vicinity of Widow Douglas’s house. With Huck’s help, the Welshman is able to come to the widow’s aide. Widow Douglas A rich, upper-class widow. With a kind spirit and a devotion to the Christian faith, the widow Douglas is known for her open hospitality and good nature. She also appears as a major character in Twain’s The Adventures of Huckleberry Finn. Dr. Robinson The young doctor, guilty of grave robbing, whose murder instigates the chaotic happenings in St. Petersburg. Joe Harper Tom’s bosom friend. One of Tom’s â€Å"gang† of pirates, Joe accompanies Tom on some of his adventures. Mrs. Harper Joe’s mother Amy Lawrence Tom Sawyer’s former girlfriend, whom he occasionally flirts with and was previously â€Å"engaged† to. Minor Characters: Judge Thatcher Becky’s father. A proud and well-respected man of justice, whose family has recently moved into town. Mrs. Thatcher Becky’s mother, wife of the Judge. Alfred Temple A well-dressed boy whom Tom thinks is snobby. Alfred also vies for Becky Thatcher’s attention. Mr. Dobbins The schoolmaster. Hated by all the children, Mr. Dobbins is depicted as a stern and pathetic man who uses lashings as a method of discipline. Setting The Adventures of Tom Sawyer is set in the town of St. Petersburg, Missouri, some time around the middle of the nineteenth century Biography of the Author Born on November 30, 1835, in Florida, Missouri, Samuel L. Clemens wrote under the pen name Mark Twain and went on to pen several novels, including two major classics of American literature, The Adventures of Tom Sawyer and Adventures of Huckleberry Finn. He was also a riverboat pilot, journalist, lecturer, entrepreneur and inventor. Twain died in Redding, Connecticut on April 21, 1910, having survived his children Langdon, Susan and Jean as well as his wife, Olivia. In his lifetime, he became a distinguished member of the literati, and was honored by Yale, the University of Missouri, and Oxford with literary degrees. Conflict Man vs. man – Tom and Huck perceive their biggest struggle to be between themselves and Injun Joe, whose gold they want and whom they believe is out to kill them. Conflict also exists between Tom and his imaginative world and the expectations and rules of adult society. Moral of the Story Moral and Social Maturity When the novel opens, Tom is engaged in and often the organizer of childhood pranks and make-believe games. As the novel progresses, these initially consequence-free childish games take on more and more gravity. Tom leads himself, Joe Harper, Huck, and, in the cave, Becky Thatcher into increasingly dangerous situations. He also finds himself in tight spots in which he must put his concern for others above his concern for himself, such as when he takes Becky’s punishment and when he testifies at Injun Joe’s trial. As Tom begins to take initiative to help others instead of himself, he shows his increasing maturity, competence, and moral integrity. Tom’s adventures to Jackson’s Island and McDougal’s Cave take him away from society. These symbolic removals help to prepare him to return to the village with a new, more adult outlook on his relationship to the community. Though early on Tom looks up to Huck as much older and wiser, by the end of the novel, Tom’s maturity has surpassed Huck’s. Tom’s personal growth is evident in his insistence, in the face of Huck’s desire to flee all social constraints, that Huck stay with the Widow Douglas and become civilized. Point of View Third Person (Omniscient) – the narrator does not participate in the action of the story as one of the characters, but lets us know exactly how the characters feel. As a narrator, Twain cannot only see what his characters are seeing and thinking, but he is able to channel their personalities.

The female deer (doe) is presumably killed by the hunter during his hunting spree. The poet writes, He longer must than I this means that the speaker will last longer than the master and the master in the true meaning o f the world will outlive the speaker. Hunting in the woods helps reestablish a close relationship with nature and establishes a sense of control. This is expressed by the words the woods are sovereign. The speaker prefers to stand guard over the master than share his soft downy pillow. We realize that she refuses the softer life and prefers the homelier alternative (Emily and Vendler, 102). The central dilemma of the poem becomes that of the fusion of force and the agent, violence and the perpetrator and the gun and the owner. This is clearly highlighted in the second stanza where the speaker uses the word we to fuse together their acting as one. The gun symbolizes power, rage and violence. Guns are always dangerous since they have the power to take away life by a single shot. Introducing the reader to the gun enables us to edge and be attentive when reading the rest of the poem. The stanza makes this interdependence complicated making it impossible to distinguish one from the other. The speaker has deliberately shed the self protective layer of protective feminine personality as symbolized by the use of doe and deep pillow of masochistic eider duck to uncover the true self within. It depicts a kind of hardness, rage and the desire for revenge and aggression. Like Dickinsons other poems, the theme of death and supremacy is evident here. She portrays herself as a gun with rage becoming part of her being. Rage defines her inhuman and unwomanly thought making her a master of herself. Finally, the poems depth of thought, ambiguity, style, concise language and simultaneous definitions combine to make the poem a master piece.
